ARINC Chosen by State of Georgia for Massive Radio Rebanding Project

August 14, 2006

Annapolis, Maryland—ARINC Incorporated has been awarded a contract by the Georgia Technology Authority (GTA) to manage a two-year re-assignment of radio frequencies used by public safety agencies across the state.

Thousands of police, fire, emergency, and government agency radios with the accompanying infrastructure must be reconfigured in the project, including not only systems operated by the state but those licensed by Georgia counties and cities as well.

The work is part of a current nationwide “800MHz rebanding” in which the traditional 800MHz public safety frequencies are being re-assigned to a different part of the spectrum due to radio interference from cellular telephones. Like rebanding work elsewhere, the Georgia project will be paid for by the cellular communications giant Sprint/Nextel, under an FCC order.

“Rebanding is an extremely sensitive task—it requires careful planning and execution to minimize any disruptions in mission-critical communications, where lives may be at risk,” stated Beth Leek, ARINC Director, Public and Enterprise Solutions. “We are very honored to be selected for this very important work.”

ARINC already has a proven track record in rebanding thousands of Land Mobile Radios at many of the nation’s airports. In Georgia ARINC will act as a management consultant working with the state’s maintenance contractor, East Georgia Communications and other contractors. The work will include a complete inventory of equipment, coverage analysis, frequency mapping and planning, as well as the actual rebanding, retuning, reprogramming, and replacement of radio systems. Care is necessary to assure that geographic coverage and performance after rebanding is equal to current operations.

ARINC offers a full, turnkey approach to handle multi-level rebanding programs for both public agencies and private enterprise. Assistance can be provided from the initial Request For Planning Funding (RFPF) through completion of an entire rebanding project. ARINC project managers, spectrum analysts and RF engineers can develop detailed transition plans, work through negotiations with Sprint/Nextel, and provide needed system engineering, baseline testing, co-channel, adjacent channel, and intermodulation testing, definition of interoperability environment and plan, implementation planning, and staffing for the retuning, reprogramming, and replacement of infrastructure.

ARINC’s rebanding team has a wealth of experience and knowledge in all vendor systems, including Motorola®, M/A-Com®, Kenwood®, E.F. Johnson® and others. ARINC technicians and engineers are also factory-trained and certified.
